At least that is what the State of New York says. Soft justice reforms keep alleged NYC serial stabber out of jail.
An alleged serial stabber with dozens of busts under his belt was freed without bail — twice — after Manhattan prosecutors couldn’t nail an indictment against him in the time frame set by the state’s controversial criminal justice reforms, The Post has learned.
Under the new Social Justice Law, the DA has 144 hours to get a grand jury indictment, or they have to let him go. So they let him go. Twice.

This makes me wonder if were there "snags" in the cases, or is this just a convenient excuse to release someone? After all, keeping violent offenders in jail is unfair.
And who will it be unfair to, if he stabs a 3rd person? Or if he kills someone?
