I think this qualifies as mayhem. Donut-spinning 'takeovers' jam Lake Shore Drive, intersections citywide - CWB Chicago
A street takeover closed the northbound lanes of Lake Shore Drive early Sunday morning as spectators formed a circle in the road to watch drivers spin donuts in an intersection just south of Soldier Field. Additional takeovers were reported throughout the city overnight and some officers reported that participants shot fireworks in their direction, with at least one person winding up in Chicago police custody.
"At least one person..." That would seem to imply that the cops didn't even try to impose order, because if they did, many people would have been arrested.
