They didn't, and you should not have trusted them. Google agrees to settle Chrome incognito mode class action lawsuit | Ars Technica
The lawsuit, filed by Florida resident William Byatt and California residents Chasom Brown and Maria Nguyen, accused Google of violating wiretap laws. It also alleged that sites using Google Analytics or Ad Manager collected information from browsers in Incognito mode, including web page content, device data, and IP address. The plaintiffs also accused Google of taking Chrome users' private browsing activity and then associating it with their already-existing user profiles.
If you want private browsing, you should probably still be using the TOR browser. Though you might get by with Firefox, but Google is built on violating your privacy. It is how they make money. Do you think they will stop trying to make money?
The lawsuit hinged on the fact that Google never told people it was still tracking them in Incognito mode. So I'm guessing that Google WILL explicitly say that they will track you, and continue tracking people in Incognito mode. It is in their nature.
Again, if you want to search the web privately, you should not be using Chrome. Or Edge. Or Opera. I'm not so sure about Vivaldi.
