Of course New York did nothing to warn people in basement apartments to get out. I wonder if New Jersey did anything. (Though I haven't heard of it.)
The video embedded below is of the collapse of the exterior basement wall, and the inundation of the living space. It is hard to see anything in the video, and the news story doesn't cover many details aside from the reaction of the family, but it appears to have been a concrete block wall. It got pushed off the footers by the pressure of the water, and the basement filled, to within about 4 inches of the ground floor, before the occupants could get out.
