Only a .gov Bureaucracy Would Wait a Decade

Problems came to light 10 years ago. In the intervening years we have seen dams collapse in Michigan and come close in California. Corps weighs options for Garrison Dam spillway after 2011 flood showed weakness

The agency opened the spillway gates for the first time in the dam’s history on June 1, 2011, sending a cascade of water down the concrete chute. [SNIP]

Using the spillway helped the Corps manage the flood, but the spillway faced challenges as water rushed down its slope. Among them, at least two of 29 manholes positioned within the chute came loose.

This could cause the spillway to suffer the same type of failure that the spillway at Oroville Dam in California experienced.

Now I understand that it takes time to do engineering analysis, but it shouldn't take 11 years to do a study on what needs to be done to keep people downstream from this dam safe.
