If you make something cheaper, you will get more of it. And there are no consequences for certain crimes, especially in the Liberal Utopias.
One particular city, San Francisco, has been particularly hit with the retail chain Walgreens saying they were forced to close 17 stores in the past five years because of revenue losses due to shoplifting.
Stores that haven't gone out of business or closed locations are charging everyone else more.
That is also 17 stores worth of jobs eliminated, and the taxes those people would pay. 17 stores worth of sales tax eliminated, or shifted to other jurisdictions. And the politicians will no doubt decide that they have to raise taxes because revenues have "unexpectedly" fallen.
