Police said the groups consist of Black males and females between 14- and 20-years-old. No arrests have been made.
“If you’re thinking of using your phone in a public place, take a look around,” police advised in the alert. “
Come to the park and get robbed. Police? They can't do anything. No foot chases. No car chases.
