And Chicago and Cook County have made crime very cheap from the criminals perspective.

An accused serial burglar and thief has been sentenced to probation for a burglary in Lincoln Park last year — even though he was already on probation for two burglaries at the time of the alleged break-in.

Bets how long it is before he offends again? He has shown that probation will not deter him from committing crime.

This isn't a surprise. Hobbes' wrote about it. William Butler Yeats wrote poems about it.
