They discount things like more women going to gyms, and not wanting to spend a lot of money on manicures, and then have them chip on a weight machine.
Also, manicures are expensive, and a bit time consuming. Especially when you factor in that can do it yourself, if you are not going crazy. Times are also a bit tough. Maybe the folks at the BBC didn't notice, on their government/tax-supported salaries.
