More specifically, Neugebauer added that Tillman exited one of the Solomon Homes buildings, encountered the other man, presented a weapon and fired said weapon in the direction of the man. The man never presented a weapon of any kind.
In response, a bystander got out of their vehicle and used deadly force in defense of the other man by firing their weapon at, and ultimately striking, Tillman, according to Neugebauer.
Johnstown, Pennsylvania is about a 70 mile drive east of Pittsburgh.
It is hard to say why this took so long, except that District Attorneys in general, and even more so in Blue States, don't like self-defense. I suppose they may have been waiting on final reports from somewhere.
