How Is That Criminal Justice Reform Working Out?

From CWB Chicago we get a story about the failures of electronic monitoring. Red Line robbers were both wearing ankle monitors: officials - CWB Chicago

Two men who who teamed up to mug a passenger aboard a Red Line train were both wearing ankle monitors for pending cases, officials say, and one of them successfully beat a robbery charge just hours before the attack.

Prosecutors said Shannon Stephens, 23, and Jamari Gray, 21, confronted a 41-year-old man while riding a southbound Red Line train near 47th Street early on September 12. During the holdup, Stephens allegedly cut the victim’s left wrist and palm while Gray struck him in the face. The men allegedly pulled out a chunk of the victim’s beard and got away with his bookbag.

One suspect was detained fairly quickly. The other was arrested when he returned to the train station with the victim's bookbag.

Click thru for the details. One of these guys kept ignoring the rules around ankle monitors, and despite that a judge kept releasing him on electronic monitoring.

Judge James Murphy III ordered both men detained on charges of robbery and aggravated battery, citing their ankle monitors as a point of concern.

Judge Murphy is NOT the judge who had been releasing this guy.

So when do we admit that electronic monitoring does nothing, and go back to keeping bad guys in jail AND provide a speedy trial?
