Repeated Attacks on Women, Minimal Consequences

Why would this criminal change his behavior when there are no consequences. City releases video of 'Loop Puncher' attack under pressure from Illinois attorney general - CWB Chicago

The video is grainy/fuzzy, but still manages to be disturbing.

The video shows the August 19 attack of 56-year-old Kathleen Miles in the 200 block of West Washington Street. In the footage, a man identified as William Livingston, 32, is seen walking up behind Miles and her friend as they walk toward a train station around 5:15 p.m.

A split-second after stepping between them, the man suddenly punches Miles in the face. Her head whips backward, her body stiffens, and she collapses sideways to the pavement. Miles’ daughter, Dionna Wolf, said her mother was knocked unconscious and sustained fractures to her orbital bone and cheekbone, and suffered a severe concussion that left her struggling with everyday tasks.

Click thru for the details on how this guy was continually released after attacks, sometimes the next day. He has never really faced any consequence for attacking women, because that would be unfair in the eyes of the Criminal Justice System (so called) in Chicago and Cook County.

The city, of course, did not want to release this video.

The Office of Emergency Management and Communications (OEMC) initially denied CWB’s public records request for the footage, citing multiple legal exemptions. But after the attorney general’s Public Access Bureau contacted the city about the denial, officials reversed course Monday afternoon.

After all, videos of women being randomly attacked by a repeat offender in The Loop isn't good for the city's image.
