Are we shocked that a state with a history of corruption has a problem auditing its books?

As Meep points out, your budget it a plan. The financial reports state what actually happened. If you don't have reports before the next budget is due you are flying blind. Well, you are usually in a situation more like driving while looking in the rearview mirror, but without financial reports it's like you broke off the mirror and threw it out the window.
Illinois has not met the mandated 180 days limit since 2009.
I'm so glad I no longer live in that state.
