This song is "The Cisco Kid" by War from their 1972 album The World is a Ghetto. It was the 2nd song released as a single from that album. It was #2 on the Billboard Hot 100 chart for 2 weeks. It got robbed by "Tie a Yellow Ribbon," which is an awful song. The album was Billboard magazine's Album of the Year as the best-selling album of 1973.
