According to the Wiki (always suspect) your average Pomeranian is 7 to 12 inches tall, and weighs 3 to 7 pounds. It is easy to see why the deputy feared for his life. </sarcasm> It is less easy to see why he is a lying bastard.
Columbia County, Arkansas is in the southwest corner of the state, about 70 miles south of Hot Springs, and about 200 miles east of Dallas, Texas.
She initially called 911 for help, but instead was shot on her own front porch she told Seven On Your Side.
In the video, Columbia County Deputy Brian Williams is heard shouting at the dog: “Get back, get your dog, I’ll kill this ************. Get your God**** dog."
Williams then fires a warning shot, but that quickly escalates.
The deputy tried to say that the dog scratched her, but she still has a bullet lodged in her shin. That requires continuing doctors' appointments. And she is suing. I hope she wins big. (No comment from the department.)
The deputy is still on the job, because that is what we have to deal with today. Hold him accountable for his actions? Talk to the union about that!

Besides being sued for everything he's got, this deputy should be fired and banned from even touching a firearm ever again.
If you are scared, to the point where you fear for your life, or grave bodily injury, from a 7 pound dog, that you could boot into the next county, you probably shouldn't have access to loaded firearms. Not even the Barney Fife treatment, where he only get's one bullet is good enough for this genius. And just take responsibility for your actions like an adult.
