If only NYC and Chicago and Baltimore et al would put up "No Crime Allowed" signs, all crime would stop. Or something.

In reality they are not worried about controlling criminals. They are only trying to control the law-abiding. If they were worried about criminals, they would no have eliminated bail, or the ability of police to do their jobs and maintain safety, etc.
