Because if it came to light that most mass shootings are perpetrated by people with criminal histories, then there may be more support for putting violent criminals in jail. But that would replace mass shootings - or some of them anyway - with what the Democrats love to call "mass incarceration." The Democrats don't want to do that, because keeping violent criminals in jail is unfair. They would rather see a lot of dead people.
