The teen, who was already on an electronic monitoring bracelet for other alleged crimes, is also charged with seven other robberies and carjackings this month and in July 2020, according to CPD.
So electronic monitoring... That appears to be no deterrent at all. And 7 other crimes. But keeping violent offenders in jail would be unfair.

Not surprising. The law that removed Carjacking as an automatic shift-to-adult-court was championed by Cook County Board President Toni Preckwinkle, and her then-chief-of-staff Kim Foxx, who is now the State's Attorney for Cook County. They didn't think Carjacking was serious, and so they have a lot more of it.
An alleged juvenile carjacker made a crucial mistake Saturday when he told arresting officers that he’d be out of jail in a day and would then track them down and shoot them: He wasn’t in Cook County anymore.
Now, prosecutors in suburban DuPage County are asking a judge to transfer the teen’s case to adult court.
