According to court records, Smith and Shoulders committed an armed robbery together in 2015. They both got a big break back then: probation instead of prison. "While on probation both of them were charged with additional violent crimes," [Andy] Kahan [with CrimeStoppers] said.
So one of the 2 miscreants, who was out on probation, was charged in 3 different violent crimes. And now the 4th: Murder.
So when do we try to make society safer? "Never" appears to be the answer. (Hat tip to Dan Crenshaw.)
