I have bad news for the guy mentioned in the article:
Montrose has always been known as one of Houston's more walkable communities, but one resident said he's not so sure it's still safe.
The bad news is, you were never safe. Statistics may have been more or less on your side, but there was no protection offered by the fact that you were in a "nice area." Crime is not something that happens "other kinds of people" in "other kinds of places." The bad guys are capable of driving cars, even into your nice neighborhood.
That said, some places are clearly more dangerous than others, and if the security in your area is deteriorating, I suggest you look at the policies that are being enacted by government.
At least in Texas people have the choice to defend themselves, but I don't get the feeling that the people interviewed are on board with that.
Montrose has been known for decades as the "gay" area of Houston. It was only safe for women. At least as far as being raped was concerned.
