A Chicago man attacked, repeatedly sexually assaulted, and threatened to kill a woman who was temporarily living with him until the nearly-naked victim managed to escape and flag down a Chicago police officer for help, prosecutors said Friday.
William Dukes was on bail for a pending aggravated DUI case that he repeatedly failed to show up in court for, Assistant State’s Attorney Sara Whitecotton said.

A Chicago man shot and killed his girlfriend while on electronic monitoring, then ran out of the house so he could get to court on time for a hearing, prosecutors said Monday. The woman’s three-year-old daughter allegedly told police that she saw Rodearl McElroy kill her mother.
If he's on electronic monitoring, shouldn't that tell authorities where he was? Or does it just say that he is not at home?
McElroy, 29, is the 48th person accused of killing or shooting—or attempting to kill or shoot—someone in Chicago while awaiting trial for a felony this year. The alleged crimes involved at least 86 victims, 22 of whom died.
Law and order are such 20th Century concepts, and keeping violent offenders in jail is unfair. It is certainly unfair to the victims and their families.
