No one is responsible, least of all the parents. Well, parent.
“He is a good kid in a bad environment,” one neighbor, who asked that he only be identified as Marcus, told The Post. “I never expected that from him. It’s the people he hangs out with. They are older kids.”
Nope. Not buying that. The people he hangs out with didn't pull the trigger; he pulled the trigger.

What are you doing? Who is allowing them? She directed those questions at the NYPD Commissioner, Dermot Shea.

You are. The other kid's mother is. There are no fathers in the picture - none mentioned anyway in this case. Are you surprised that they look for some outlet aside from their mother?
As for the assertion that "They’re just babies." Is that really true? Western civilization has deemed that 13 is "too young." Other civilizations made other decisions, and I've been told that relying on the values of Western Civilization is wrong, racist even.
Seems like there are a large percentage of "marginal" people who get into trouble when there isn't a "cop on the beat", an interested parent or a watchful supervisor. If you turn those loose, there will be blood everywhere. If you don't cull the bottom of that pack (quarantine in prison), it will get worse.
