When he showed up at a park to meet her, was confronted by someone who, I suppose, was the girl’s older brother. A solid beatdown was delivered, probably sufficient to deter repeat offenses.

This is where I mention Hobbes' Leviathan, because the idea that security is required for civilization to endure is not new. Hobbes published Leviathan in 1651. In that book he describes the State of War that ensues when law and order break down. Hobbes describes that State of War, where "every man is enemy to every man." Your only security, what you can provide for yourself and your family.
Western Civilization is built on a foundation of law and order. Without law and order, you can't have nice things. You can't have anything really. Or as Hobbes stated it, when there is no force-of-law to keep people in check, things break down.

Agents of the downfall actively demonizing and stifling law enforcement. If one wanted to destroy a society, this is a way to do it.
