I'm not sure if the journalist is confused about this. He seems to be a little confused. No charges for Spanaway homeowner who shot suspected intruder
“No proper, legal gun owner wants to ever shoot anybody. It’s meant to protect you and protect your family, and that’s exactly what this homeowner was doing,” Pierce County Deputy Carly Cappetto told KIRO Newsradio.

Spanaway, Washington is a suburb of Tacoma. It is about 10 miles south of downtown Tacoma, just east of Fort Lewis.
Deputies said the homeowner cooperated with the investigation and was not arrested.
Maybe the journalist just expects his audience to be confused about "Justified" Self-defense.
