The TL;DR version is as follows.
The law adds arson, burglary, robbery, and aggravated cruelty to animals.
This means you can shoot someone to stop those crimes, or at least that is how I read it, though I am no lawyer.
The article is mostly a list of insults traded back and forth from politicians who like the law, and those who don't.
I find this kind of thing interesting.

Never forget...just because a law allows something in no way means an agenda driven Persecutor won't charge you and seek to imprison you.
