He ran, but the cops tracked him down a short time later.
He has been charged with aggravated armed kidnapping, aggravated unlawful restraint, and aggravated assault.

Elsewhere, 19 people were shot and wounded on Memorial Day in the Windy City.
So what is the difference between a "teen takeover" and a riot?
